Objectives

The general objective of the course (Safety and Project Management on Constructions Sites) is to provide the student with knowledge, skills and abilities consistent with the educational objectives of the Master Degree in Architecture.
The course contributes to the achievement of the following Sustainable Development goals (SDG): SDG 3 (Good health and well-being); SDG 8 (Decent work); SDG 9 (Industry, innovation and infrastructure); SDG 12 (Responsable consumption and production); SDG 15 (Life on land).
The course learning outcomes are detailed below, according to the five Dublin Descriptors.
Knowledge and understanding skills
By attending the course in Safety and Project Management on Construction Sites (entire course of 60 hours: part 1 + part 2) the student acquires professional and technical knowledge about occupational health and safety on construction sites and reinforces the competence already acquired by attending the introductory course of Health and Safety at Work.
The student deepens his knowledge about occupational injuries on construction sites and understands the correlation between project management and occupational safety. The course also provides the student with the fundamental knowledge regarding the roles and responsibilities established by law for all the subjects involved in the design and construction process (professionals, contractors, governmental authorities, etc.) and with the ability to understand the main issues regarding the management of public and private construction contracts according to the Italian regulation. As regard the design, construction and management of a public work (public construction contract), new concepts are introduced, such as BIM (Building Information Modelling), LCC (Life-cycle costing) e Sustainable Development.
Applied knowledge and understanding skills
The course is part of a training programme, which allows the student to achieve the qualification of Coordinator for safety and health matters in temporary or mobile constructions sites (Directive 92/57/EEC), both at the project preparations stage and at the project execution stage.
Judgmental autonomy
The course favours the development and strengthening of the student’s judgmental autonomy, starting from the critical interpretation of law requirements to the identification of engineering solutions suitable to achieve specific goals (risk reduction, work scheduling, cost estimate).
Communicative Skills
The course reinforces the student’s communication skills through the recurrent use of technical and legal terms of common use in the design and construction field and the frequent reference to the roles and responsibilities established by law to all the authors involved in a construction contract.
Ability to learn
The course’s approach, essentially aimed at developing the ability to understand and implement the law requirements through appropriate engineering solutions, strengthens the ability to study, analyse and design appropriate solutions in other engineering fields not specifically addressed in the course.

Contents

Introduction and recall of basic principles [3 hours of frontal lesson]
Injuries on construction sites [3 hours of frontal lesson]
National and international data about injuries on construction sites. Injury data by corresponding NACE working sectors (Statistical Classification of Economic Activities in the European Community) in the EU Member States. Occupational data in the European construction industry (FIEC). Major mortal injuries in UE27 and typical standards violations on construction sites recorded in Italy.
Safety regulation on construction sites [6 hours of frontal lesson]:
National legal implementation of Directive 92/57/EEC (D. Lgs. 81/08 – Titolo IV) about minimum safety and health requirements on temporary or mobile construction sites.
Title IV, Chapter I (Health and safety measures on temporary or mobile construction sites). Title IV, Chapter II (Standards for the prevention of injuries on construction site).
Content of main health and safety plans [3 hours of frontal lesson]:
Contents of safety plans for civil-engineering construction and subsequent maintenance works.
Project management [3 hours of frontal lesson + 2 hours of exercise]:
Plan and scheduling of work activities on construction sites. Project management techniques: GANTT and PERT (Program Evaluation and Review Technique).
Estimate of safety cost [2 hours of front lesson + 1 hour of exercise]:
Safety and construction costs. Unit cost analysis. Calculation of freight rates. Costs of PPD and provisional security systems. Exercise about safety cost estimation.
Problems of work organization and typical hazards at construction sites [2 hours of front lesson]

Regulation of public construction contracts [3 hours of front lesson]:
D. Lgs. 50/16. Role of the Project Manager in public construction contracts. Planning, design and construction of public works. Public contractor selection criteria and procedures. Contract modifications during construction.

Teaching Methods

The course includes 27 hours of frontal lessons and 3 hours of applications (exercises) related to specific topics (Injury frequency indexes, PERT, GANTT, estimate of safety costs). Frontal teaching is usually performed with the help of lecture notes, lessons slides and additional material available in advance in E-Learning (ex moodle).
In order to meet specific needs related to the epidemiological situation, the possibility of live streaming lessons is provided (recordings of the lessons will be available online). Exercises can be carried out through remote interaction with the available IT supports.

Verification of learning

The final examination is an oral test, which aims at verifying the acquirement of professional and technical knowledge about project management and safety on construction sites. The student is expected to know the fundamentals requirements of law about health and safety in temporary or mobile constructions sites and be aware of the roles and responsibility established by law for all the subjects involved in the design, construction and management of a public work (public contracts).
In assigning the final grade, questions about the Construction Site Directive have the greatest importance, considering the need to verify the knowledge and skills necessary to carry out the role of Coordinator for Safety and Health in temporary and mobile construction sites. To assign the final mark, the following skills are taken into consideration:
- communication skills (verbal, written and graphic)
- logical skills applied to problem solving and discussion about topics covered by the course;
- linguistic competence, general and specific of the work sector (civil engineering, design, contracts and construction sites).
In order to meet specific needs related to the epidemiological situation, the final test can be carried out remotely (via TEAMS).

Teaching material
The updated teaching material is available online on the E-learning website and includes for each topic: the lecture notes, the lesson slides, application exercises and useful links for further information. Extracts of Safety and Coordination Plans (PSC) are also available, which refer to real case studies, as well as additional documents which help in the estimation of the work phases duration and safety costs.
